In the annals of Nigerian politics, certain names are etched not only for the offices they held but for the enduring legacies they created. Rt. Hon. Sam Ifeanyichukwu Onuigbo, fondly called Odozi Obodo Gburugburu, belongs to this rare class. His journey from the dusty paths of Obuohia Obi-Ibere to the hallowed halls of global leadership is a testimony to humility, resilience, vision, and service.
Humble Beginnings that Shaped a Vision
In the small Nigerian village of Obuohia Obi-Ibere, where he was born on October 1, 1960, young Sam Onuigbo fetched water from six community springs and picked snails in the gullies with his friends. But when he returned after his studies and national service, five of those springs had dried up, and the gullies had become dangerous due to the devastating effects of climate change.
This painful realization, that his people were suffering the direct impacts of environmental degradation, ignited a lifelong passion for sustainable development. Those childhood experiences became the foundation for his eventual sponsorship of Nigeria’s Climate Change Act 2021, the landmark law that positioned Nigeria as the first West African nation with a coordinated climate legal framework. His fight for sustainability and the eventual presidential assent to the Climate Change Act in the 9th Assembly after it had failed in the 6th, 7th, and 8th Assemblies deservedly earned him the title of the Father of Climate Change in Nigeria.
Community Development and Education Champion
Onuigbo’s earliest public service interventions were directed at ending the hardships of his people, which also affected him as he had done motor spareparts apprenticeship and attended a commercial school. He observed with pain that students in his community trekked over 12 kilometres daily to attend secondary school. His alma mater lacked classrooms. Consequently, two streams were crammed into one classroom, and it was not a conducive learning environment. Determined to change this, he attracted US Ambassador’s Self grant of $3,000 (N279,150) only in 1998, facilitating the construction of a block of classrooms at his alma mater, Community Primary School, Obuohia Obi-Ibere, Ikwuano, Abia State.
On May 1, 2001, the then US Ambassador to Nigeria, Franklin Howard Jeter, commissioned the project. Rt Hon Onuigbo further convinced the Ambassador, and he laid the foundation stone for a new secondary school, which was aptly named the Ambassador’s College, Obuohia Obi-Ibere. Today, that public school continues to serve as a beacon of opportunity, a product of Onuigbo’s resolve to end decades of suffering.
From Local Action to Global Recognition
Onuigbo’s vision has always balanced local needs with global opportunities. In July 2004, at the prestigious Ritz Carlton Hotel in Washington DC, during a dinner hosted by Amb. Andrew Young in honour of President Olusegun Obasanjo, Hon. Onuigbo stood as a representative of a new generation of Nigerian leaders, globally minded yet firmly rooted in grassroots realities.
His trajectory from that moment onward has been marked by achievements that intertwine domestic development with international relevance.
Lawmaking and National Achievements
As a two-term lawmaker representing Ikwuano/Umuahia North and Umuahia South Federal Constituency (2015–2023), Hon. Onuigbo broke history as the first re-elected member from the constituency. His tenure was marked by groundbreaking interventions:
Climate Change Act 2021: Sponsored and championed Nigeria’s first Climate Change law, signed by Late President Muhammadu Buhari GCFR on November17, 2022. The law mandated emissions targets, created a carbon budget, and institutionalized accountability across agencies — replacing silos with coordination and efficiency.
Federal Secretariat Abia State: For over 34 years after the creation of Abia State, the Federal Secretariat remained a dream. Onuigbo fought relentlessly for five years against bureaucratic and political hurdles until the project commenced. He always stated that he met Gov Alex Otti OFR on June 20, 2023, less than one month after he became governor of Abia State and sought and obtained his cooperation and collaboration in clearing the title documents hurdles created by the previous state administration.
Restoration of Management Sciences at MOUAU: For nearly nine years, core Management Sciences programs at Michael Okpara University of Agriculture, Umudike (MOUAU) were delisted. Onuigbo’s persistence restored them, ensuring future generations’ access to vital courses in finance, accounting, and business.
Expanding National and Regional Roles
Beyond legislative duties, Onuigbo’s capacity for service has been recognized nationally and internationally:
North East Development Commission (NEDC): Currently serves as Board Member and Chairman, Committee on Security, Climate Change, and Special Interventions.
GLOBE International (Global Legislators Organisation for a Balanced Environment): Served as Vice President (Africa) since 2019 and President of GLOBE Nigeria (2019–2023).
Climate Parliament Nigeria: Chairman (2020–2023), now Senior Advisor.
Global Climate Advocacy Rooted in Local Reality
Speaking on his journey, Hon. Onuigbo explained that before the Climate Change Act, many government directors preferred “working in silos, not reporting to anybody, not being coordinated. And that, for me, is absolutely unproductive.” Today, thanks to the law, there is accountability and national coordination in climate response.
More importantly, the law established the National Council on Climate Change (NCCC), brought climate change into everyday Nigerian conversations, transforming it from an abstract global issue to a pressing local concern, one that ordinary citizens now discuss and demand action on.
